You need a webhost — they’re cheap. Along with the webhost you would want PHP, Perl and MySQL support — all these things are generally included. The biggest expense is finding someone to build and maintain your site.
Most web hosts provide databases such as mysql, postgres, and languages such as perl and php with a hosting account.
Other than that you will probably want a basic html editor. There are several decent inexpensive/free ones available.
